Welcome!
It is with great pleasure that we announce Pam Van Horn as our new Extension
Specialist, 4-H Youth Development, Learning Environments! Pam brings 23 years of Extension experience to
the State 4-H Office. She will be providing leadership and support for
staff and volunteers in designing, delivering, and expanding youth development
Extension education programs in 4-H clubs and groups, after school sites,
school enrichment programs and camp settings. Some of Pam's first official
duties will be at the Kansas State Fair in September. Please be sure to
welcome Pam into her new role!

Farewell Lori!!
Lori Baker, Senior Administrative Assistant with 4-H Youth Development,
has recently taken the position of Administrative Officer with Kansas State
University’s Music Department.Lori had been employed in
4-H Youth Development for over 14 years. During that period of time, she
was involved in supporting various activities and events such as Shooting
Sports, World Citizenship, 4-H Recognition and Family and Consumer Science
Programs.
We all miss Lori and wish her much success in her new
career endeavor.

One last
call for Kansas Youth Leadership Forum Workshop Presenters
We need a few more workshops,
so if you were planning to submit and just did not get it done, please get
it in! All workshops will be on Saturday, November 18 at Rock Springs 4-H
Center. Topics should center on leadership. Some ideas might include, but
are not limited to community service, citizenship, communication, conflict
management, ethics, motivation, decision making, leading by example, time
management, international citizenship, multi cultural studies, diversity,
business etiquette and getting involved after high school. The Kansas State
4-H Youth Council members hope that you (or one of your volunteers) will be
interested in sharing your expertise or talent with this opportunity.
We need
any more proposals by Monday July 17. You may fax the form or send as an

Kansas 4-H/FFA Wheat Variety Plot Enrollment
Wheat Variety Plot Entries for 2006-2007 are due July 25.
Please notify those interested to go to the state 4-H website under "What's
Hot" to submit entry so wheat seed may be ordered. All current participants
must re-enter if they want to have a plot next year! We are not sending
direct mailings like Walter Barker may have in the past.

2006 State 4-H/FFA Wheat Show
This year's event will be held at the
First United Methodist Church in Winfield, KS on August 11. Protein samples
are due to Grain Science by July 26. All other registrations, including
adult meal counts, are due to Cowley County Extension Office by July 26.

Kansas State Fair Packet
The Kansas State Fair Packet with details about project exhibits, entry
information and forms, and many other details has been posted on the web. The
orange section provides links to many of the forms and information from the
Kansas State Fair web site. The green section has information from the State
4-H Office regarding entries, volunteering, and other details. The blue
section has Centennial Celebration information. And the yellow section has
documents specific to project exhibit areas.

Kansas State Fair 4-H Volunteers Needed
We need your
help! The assistance provided by Extension staff, teen and adult volunteers is
absolutely vital to the 4-H Division at the State Fair!
We truly appreciate your
assistance in recruiting and entering teen and adult volunteers, (and
yourself) in the
KSFAIR entry system by August 15.
In order for you and your potential volunteers to know where help is needed, a
list of exhibit areas and the number of individuals needed is available with
the State Fair Packet on the 4-H website.
A sign up form is
available to collect information about volunteers, but the information needs
to be entered in the
KSFAIR Entry System under class #1234 no later than August 15. Additional
entries should be made for each exhibit area or responsibility a volunteer is
willing to assist with. This data will be used to provide an admission ticket
for each day a teen, adult or Extension staff volunteer works. The Kansas
State Fair will provide a meal ticket for volunteers who work at least four
hours and are not receiving reimbursement from other sources. Parking in the
public lots will be free again this year and hangtags are not needed to park
there.

4-H
Family Consumer Science Judging Contest
The 4-H Family and Consumer Science Judging Contest will be held at the
Kansas State Fair on Saturday, September 16, 2006. Again this year, it will
include both senior and intermediate age divisions. Please encourage your
4-Her's to participate. Details can be found on page 210 of the Kansas State
Fair Exhibitor Handbook. Program topics that the contest will cover can be
found on the 4-H website.Counties should enter their teams and volunteers
on the State Fair Internet web site. Each county participating please provide
at least one volunteer for 2-3 hours. Please sign up to help on the State Fair
volunteer list (help is needed from approximately 10:00 a.m. to 3:30 p.m.) and
email Linda Biles at
Sewandsewbiles@aol.com to let her know in what area and time frame you
will have volunteers. Help is needed in tabulation, registration and as door
monitors.
Awards will be handed out in the Exhibit Hall where the contest is held,
after fashion revue is completed (approximately 6:00 p.m.). Classes will be
available for public viewing at 5:45 with the correct placings at this time.

4-H Day With The Royals
4-H members, alumni, and their
families are invited to the 4-H Day With The Royals on Sunday, September
17th. The Royals will be playing the Seattle Mariners in a 1:10 p.m. game at
Kaufmann Stadium. Prior to the game, 4-H members and their club leaders can
take part in a parade around the ball field. Everyone who orders a ticket on
the form on the website will receive a specially designed t-shirt featuring
the 4-H and Royals logos to commemorate the day and be invited to a special
tailgating party prior to the game. Note: Groups of families or county
groups that wish to sit together must send their orders in one package.
Pre-ordered parking passes are $7, a two-dollar discount off the gate price.

State Dairy Judging Contest Drops Team Competition
All Dairy Judging contest entries will be as Junior or Senior Individuals.
So, if you only have one or two dairy youth, encourage them to enter by August
1st. National competition team will be selected from those eligible from the
top ten Senior individuals.

Entries for State 4-H Horse Show
Entries for the State 4-H Horse Show will be due to KSFAIR website by August 1. Please send
a copy of the summary sheet and the entry fee of $5 per class to the State
4-H Office by August 1. Horse stall fees of $10/night are to be sent to the State Fair office in Hutchinson. Note: Roping entries have a $10 stock charge.

North Central Regional Volunteer Forum
The 2006 North Central
Regional Volunteer Forum will be October 13-14 in Rochester, MN, at the Kahler Grand Hotel. Arrival should be planned for the 12th and departure for the
15th, as there are Forum activities and events all day the 13th and 14th.
Over 100 different hands on workshops will be offered as a part of the
Forum. Several "workshops on wheels", traveling to local sites will also be
offered. There will be volunteers and agents from all over the North Central
Region to share with and learn from. The Forum is a great learning
experience that refreshes and motivates participants.
Early bird registration is
due on or before August 1st. Online early bird registration cost is $210,
surface mail early bird registration is $230. Final registration deadline is
October 1, 2006 (cost is $260 online or $280 surface mail). Discounted room
rates are $79 at the Kahler and are open until September 20, 2006.

Centennial Candle
Carriers for 2006 State Fair
Earlier each county was asked to name one adult and one 4-H'er to attend
the closing ceremony on Saturday morning, Sept. 9, at the Fairgrounds. They
will also need to bring back and have in their possession your Centennial
Candle created for the 2005 Centennial opening ceremony. See the Centennial
link on the 4-H Youth Development home page for details and criteria for
selection.
At 9:30 am, starting with Wyandotte County and going in reverse alpha order,
the Centennial Candle Carriers (CCC's) will line up at the stage of Lake
Talbot. The official program will begin at 10am. Following brief remarks to
set the theme of the ceremony, "Kansas 4-H: Flame for the Future", the adult
will carry the candle and will be introduced first, followed by the 4-H'er
from that county. The adult will pass the candle, symbolizing the passing of
the "flame for the future" to the 4-H'er, and the 4-H'er will then place it in
the wooden candle holders used around the cake from last year. The candle
holders will be placed across the front of the stage. After the ceremony, they
will be carried into the 4-H Centennial Hall for display for the rest of the
Fair. Candles should be picked up at the end of the Fair with the rest of your
exhibits.
By August 15th, put the names of your adult Centennial candle carrier on
KSFAIR in class 1002. Put the name of your youth Centennial candle carrier
on KSFAIR in class 1001. Send to Mary Gehrt,
mlgehrt@ksu.edu the name of your adult CCC, or their representative, plus a 50 word
explanation of why they were selected. In the same message, also include the
name of your 4-H youth representative, plus a 50 word explanation of why they
were selected, or a short bio.
We don't have time to read this information about each person, but we will
print a commemorative program that will have this information about each
person. Following the passing of the candles closing ceremony, we will all be
invited to go to the 4-H Encampment building to celebrate with ice cream and
clover cookies.
County Centennial Display
Each county is invited to bring a display to highlight some aspect of their
county's Centennial celebration. You will be allowed a 4'linear table top of a
8' banquet table. No electricity will be provided. Tables will be reserved
around the room of the Dillon Activity Hall in 4-H Encampment, where the ice
cream and cookies will be served after the closing ceremony. The display
should have your county's name prominently featured. It doesn't have to be
staffed, but you may want to have someone there during the party time, as
there could be questions when the big crowd is in the room.
This is a day-in, day-out opportunity. Displays need to be in place by 9:30
am, on Saturday, Sept. 9, and need to be removed between 2:30- 3:00 pm on that
same day.

Centennial Service Project
We are drawing near the end of our Kansas 4-H Centennial
year. At the State Fair we will report on the 4-H Centennial Community
Service Project. Please remind your clubs and groups to send in their
Community Service reports before August 10th.
The reporting form is easy to use and is available in the Centennial
section of the state 4-H website or by clicking on the beginning of this
article. Let's show Kansans the impact of 4-Hers working together to achieve

The 2006 State Horticulture Judging Contest will
be held on Saturday, August 26, 2006, in Manhattan, Kansas. Chair for this
year’s event is Larry Crouse, Butler County Horticulture Agent and the
Assistant Chair is Gregg Eyestone, Riley County Horticulture Agent. Our
contest is hosted for the day by Dr. Emily Nolting and the Department of
Horticulture, Forestry and Natural Resources.
The contest will be held in Throckmorton Hall with
registration being in the first floor lobby from 9:30 AM to 10:00. The
contest will start at 10:00 AM and the awards ceremony will be at 2:00 PM.

Marketing Kansas 4-H
The 4-H Marketing Action Team has
developed items to help you market Kansas 4-H at the county fair, back to
school fairs, or other promotional events."The Stuff You Need to Know"
4-H Promotional Posters: All local Extension Offices received a free set of
17" x 22" promotional posters in celebration of the 4-H Centennial. This set
of five posters highlights five different project areas. There is white

CHARACTER COUNTS! Pillar 6 - Citizenship
Citizenship is defined as the
duties, rights, conduct and responsibilities of the citizen of a state.
Persons of character practice good citizenship when they fulfill their civic
duties, do their share, respect authority, and attempt to pursue civic
virtues. Civic duty implies obligations to contribute to the overall public
good. Civic duties include:Playing by the Rules and Obeying the Law.
A good citizen follows the rules even when it is disadvantageous to do
so. Democracy works because people agree to be governed by laws. We each
give up some personal freedom in order to achieve collective benefits of
orderliness, economic stability, personal safety and justice. In a democracy
we deal with unwise or unpleasant rules by changing the rules, not our
standards of conduct. Persons of character participate in the democratic
process by voting, voicing their opinion, paying all taxes, serving on a
jury, serving on committees, reporting crimes and testifying as a witness.
Persons of character honor and respect principles of democracy.
Doing Your Share.
In addition to being a good citizen by participating in the democratic
process, a person of character demonstrates this pillar when they are good
neighbors, when they care about and pursue the common good. A person can
volunteer - help their 4-H, school, and community be better, cleaner and
safer. Doing one’s share includes protecting the environment by conserving
resources and minimizing waste and pollution and by cleaning up after
yourself. Respect authority by obeying those who have been given authority
is also a way to live this pillar.

The Kansas Youth Leadership Forum
will
be November 17 - 19, 2006 at Rock Springs 4-H Center. The Forum is for
youth ages 14-18, as of January 1, 2007. A letter with
registration details will be sent to local offices in early August.
Registrations will be due October 15, 2006. This event, will
include: speakers, workshops, consulting groups and election of the seventh
State 4-H Council.
Any Kansas 4-H member between the ages of 14 and 18 by January 1, 2006 may
apply to be a council member. The duties of the Council Members
include planning the next Youth Leadership Forum and other events and may
include assisting with State 4-H functions, working with 4-H public
relations, and speaking at local achievement programs, forums, and other
workshops or conferences. Applications for the State 4-H Youth Council
will be available in the registration materials and also on the State 4-H
website. Please encourage your interested 4-H
members to apply.

National 4-H Conference
Information is now available on the state 4-H website and applications
completed by members
and letters of reference
will be due in
the State 4-H Office no later than 5:00pm, Monday, October 2, 2006. The 2007
National 4-H Conference will be Saturday, March 24 through Thursday, March 29,
2007 at the National 4-H Center in Chevy Chase, Maryland.
The
National 4-H Conference is a working conference in which youth and adults-at
the invitation of the Secretary of Agriculture-assist in the development of
recommendations to help guide 4-H Youth Development Programs nationally and in
their communities. This event brings together youth, volunteer leaders, and
state and county Extension staff members from across the United States, the
U.S. Territories, and the Canadian Provinces.
NEW for
2007; Kansas 4-H members who have attended National 4-H Congress WILL be
eligible to apply for National 4-H Conference. Previously, a member could not
attend both events.
Also NEW
for 2007; the maximum number of Kansas delegates has been increased to six
(from four in previous years). This means more opportunities for our young
people and greater chances for applicants to be selected. One adult chaperone
will also be selected to accompany the delegation. Interested adults should
contact Justin Wiebers for details.
Each
Extension unit is invited to nominate one teen per county for this
opportunity. Delegates must be 15 to 18 years old by January 1, 2007.
A panel
will screen the written applications. Top applicants will be invited to Rock
Springs for interviews to select final delegates. Final selection of delegates
will be made on the basis of the written application and interviews. All
interviews will be held Saturday, November 18, 2006 during the Kansas Youth
Leadership Forum. Nominees are not required to register for the Kansas Youth
Leadership forum to interview. Interviewees who are attending the Forum will
be excused for interviews.
The
delegate’s share of registration and transportation costs is $900.00. 4-H
clubs, 4-H councils, local 4-H Foundations and local service groups have
helped many delegates with this fee. Additional conference fees are sponsored
by the Kansas Bankers Association.
National
4-H Conference delegates will be involved in the 4-H program through the State
4-H Youth Council, State 4-H Advisory and several other aspects of the Kansas
4-H program.

Finnish 4-H'ers Complete Kansas Stay
Five Finnish teen 4-H members
experienced home stays with nine Kansas 4-H families from June 19 to July
14. Their hosts for half of the period each were in Allen, Clay, Geary,
Meade, Morris, Saline and Stevens Counties. One Finn spent the entire period
with a Jackson County 4-H family. Families reported great times with these
representatives of the 83 year-old Finnish 4-H Program.Thanks for
assistance from all of the agents in the host counties. Special appreciation
goes to Nancy Nelson, FCS Agent in Jackson County, who helped with
transportation and support for the teens and host families during their stay
while I have been chaperone for nine American 4-H'ers on the outbound
program to Finland coordinated by the 4-H International Programs Committee (IPC).
The IPC also coordinates exchanges with Japan and Korea for participating
states. Kansas 4-H members may travel to Finland or host Finnish 4-H'ers in
2007 when exchanges both ways are expected to be under IPC coordination.
Please make 4-H'ers aware of these ongoing opportunities to enhance world
citizenship learning. Watch for updates for 2007 international travel and
hosting around September 1.

Austrian Landjugend Member Visits Kansas Families
Rosemarie Finster
also began home stays with Kansas families June 19. Landjugend is the rural
youth program in Austria, 4-H's counterpart in that country. Lanjugend
members range in ages from 15 to 30, so exchange participants tend to be
older than current 4-H members, but they enjoy interacting with families of
various ages. Her first family was with Erin and Dave Schmidt in Kansas
City. Erin is a 4-H and IFYE alumna from Reno County. From July 2 to July
17, Rosi has been with the Jill McCollum and her daughters who are 4-H'ers
in Elk County. Her last family will be the Duaine and Debbie Blythes and
their five 4-H kids in Morris County. She has enjoyed having a diverse
experience with rural and urban families before she returns to share her
observations with Landjugend members and rural audiences in her home
country.
Thanks to agents in Elk and Morris counties as well as Gary Wesche, IFYE
alumnus in Kansas City, for assistance with in home interviews and approval
of Rosi's host families and their assistance with making her stay a success.
We hope hosting this delightful young woman has been a learning experience
for the families and many others she has met at 4-H activities and
communicated with via the media. 4-H alumni up to age 25 may participate in
two-way exchanges with 4-H counterpart organizations in countries on several
continents. Beth Shanholtzer, a 4-H alumna from Crawford County, began a
six-month exchange with 4B in southern Africa in June. We will share Beth's
stories via the 4-H web site.

Fifty-Three Japanese Arrive July 21 for a Month-Long Stay
Japanese
teens will arrive July 21 for a two-day orientation at Rock Springs before
going to host families in Barton, Butler, Clay, Harvey, Osage, Pawnee,
Republic and Saline Counties. These counties identified volunteers to
coordinate the host family experience. Rose Scott, a volunteer in Clay
County, serves as State Inbound Coordinator for the Japanese Exchange with
two counterpart organizations, Labo and Lex. Thank you to agents in Central
Kansas and River Valley Districts as well as Barton, Butler, Harvey, and
Osage Counties for all they are doing to make this a success for 53 youth
ages 12-16 and their chaperones.
Samantha Baumann, an Osage County 4-H member, left July 12 for a month's
stay in Japan with the Labo member she hosted in 2004. It's not too early to
discuss participating in these exchanges for 2007 with your advisory groups,
as we will be asking for interested counties around September 1.

National 4-H Competitive Event Eligibility
Please keep the Event Eligibility Verification form, detailing National
4-H Competitive Event Eligibility handy as you select participants for state
contests. If you have team members who are taking college level classes while
still in high school, or work with community college judging teams, this may
impact them. If you have a community college in your county, please make the
coaches aware of the new guidelines which took effect January 1, 2002.

Kansas 4-H Master Volunteer Program
The Kansas 4-H Master Volunteer
program is looking for a few people who want to step up their volunteer
contributions. We are looking for Agents who want help with their 4-H
programs. The win win is that Master Volunteers help out their programs and
their agents and everyone benefits. While the Master 4-H Volunteer Program
is a statewide effort, the Master 4-H Volunteers work at the local level.
Master 4-H Volunteers fulfill a role mutually determined with their agent.
This role could be many different things depending on the needs of the local
4-H program. The key is Master 4-H Volunteers do things that are important
to the local program--things that increase the opportunities for youth in
4-H.
Master 4-H Volunteers receive training and support from the Master 4-H
Volunteer training and support team. This team also offers help for agents
to implement the Master 4-H Volunteer role.
The Kansas Master 4-H Volunteer training for 2006 will be November 17-18.
It will begin at 9:00 am on the K-State Campus in Manhattan, then travel to
Rock Springs 4-H Center the afternoon of the 17th and continue
until the evening of the 18th.
Application and registration information is included in the brochure
which is available online. Registrations should be sent to the Southwest
Area Office and are due by October 20. For more information, see the

Kansas Association of 4-H Volunteers
Volunteer Voice, the
newsletter of the Kansas Association of 4-H Volunteers will be mailed to
members this week. It will also be posted to the Volunteer page of
Kansas4-H.org. The Kansas Association of 4-H Volunteers is our state wide
organization for 4-H Volunteers. They work to support 4-H Volunteers to
conduct better 4-H programs.The Kansas Association of 4-H Volunteers was
formed in 2001. It has two primary goals: 1) Provide opportunities for
educational volunteer development at the state and area level and 2) Serve
as a communication network to get information to volunteers.
The Association provides a unique opportunity for volunteers, paid staff
and other individuals to join forces to build connections with others who
have an interest and passion for the 4-H youth development program.

The Kansas Association of 4-H Volunteers Forum will be held at Rock
Springs 4-H Center, November 18-19, 2006. New information will be coming
soon. The Forum theme is "BUILDING
BLOCKS OF 4-H". The Forum is for all 4-H Volunteers (and Agents too). The
Forum will be a combination of group activities and hands on workshops.
Group sessions include. The Essential Elements of 4-H, Character Counts, and L.I.F.E activities. Forum participants will join KYLF for a joint session to
hear Ron Gustafson speak. There will also be a Time Capsule Ceremony to
dedicate the Centennial year of 4-H in Kansas.
Workshops will include Action team sessions (Photography, SpaceTech,
Family and Consumer Science and Animal Science) and two ABC’s of 4-H
sessions. This is a great opportunity for participants to have fun learning
things they can use to make 4-H more fun.
Forum participants may come in Friday evening (Nov. 17) to get a head
start on the forum. For those who come in Friday evening, there will be a
community service activity Friday evening and special "Early Bird" activity
workshops Saturday morning (8:30 am).

done on line and will be open by August 15.

Planning for the 2007 Camping Issue of the 4-H Journal
The Camp Action Team will be putting together the Camping Issue of the 4-H
Journal next year and we need help from county staff, district staff and
camp groups. All items should be sent to Robyn Deines in the Walnut Creek
District. -
rdeines@ksu.edu . Here is what we need:
1)
Some good photos from your
camp. We would like to have a few photos from each camp group in next year's
camping issue.
2) We will also be looking for
quotes to use; we want them from campers, counselors, agents and parents.
So, if you get something great, please share it.
3) Your camp flyer and the letter
you send to campers with what to bring, how camp works...It is our hope to
put all of these great ideas together for some neat features that will be
helpful to families planning for 4-H camp.
4) What other camps do you hold
in your county or district? Day Camp, local over night camp... We want to
know everything that is going on in 4-H camping. |
Camp Standards
Now that most of the 2006 Camping Season is
behind us, the Kansas 4-H Camp Standards will be reviewed. If you have
thoughts after camp, please share them with Beth Hinshaw:

The purpose of camp standards is to provide a safe learning environment at
4-H Camp. The new KSRE Risk Management Manual reinforces the importance of
and the need to implement these standards.

Thanks to Camp Groups
Thank you for including me in your camp
counselor training. Through the nine 4-H camp groups attending Rock Springs
for the 2006 season, I observed, interviewed, questioned and surveyed camp
counselors and trainers to learn the best management practices to prepare
counselors for the most positive camp experience.
In recording and understanding the ‘how’ of
organizing and executing a quality counselor training experience, we can
share the traits and practices with others. Please look for an opportunity to
provide some input and learn from the findings through the fall.
In training exercises, I saw the full
spectrum of training elements from lecture to activities. Each camping group
capitalized on its own culture to bring out their own philosophies and unique
style. We hope to draw out the common denominators of making the most of
preparing youth for the camp experience.

documenting the findings and passing on the best elements from trainings.

Fall Officer Training Workshops
Collegiate 4-H is again

VIP Update
I know fairs are on everyone's mind right now so it may not
be the best time to think and talk about VIP. Hopefully we'll have a little
breather in mid to late August to look at VIP. I know there will be a
million things to think about then too, but would like to encourage everyone
now to plan to take some time to review the status of the program’s VIP
files. I know this may not be fun, but time spent sooner rather than later
will pay great benefits this fall when all the fall activities, events and
meeting are going.
There are tools available to help you as you review the VIP files. The
tools are:
Form 4, VIP Checklist,
page 20 of the VIP Policies and Procedures. Form 4 is a checklist designed to be use for an
individual application, it lets you keep track of all the steps to
completion for the individual.
Form 5 Volunteer Information Profile Log,
page 21 in the handbook. Form 5 is a log to keep track of the progress of multiple individuals
as they progress through the steps to completion of the VIP process.
While these forms are designed to track new applications, they can also
be used to check the status/completeness of previous files. They give you a
way to quickly check the completeness of the file and if all the steps have
been completed and documented. If you have any questions about using these
forms or wish help in reviewing files (or any other help with VIP), please
contact your Area 4-H Youth Development Specialist.

Citizenship Washington Focus 2007
The National 4-H Center has moved
up the registration dates for 2007 and consequently in Kansas we must also
adjust our dates. Delegate application forms, deposits and nomination
forms from agents will be due Friday, December 1, 2006. This is six weeks
earlier than previous years. Selection notices will be sent to agents by
December 15 with confirmation requested by December 20.
The registration cost
will again be $1,300 which can be made with the application or by payments
including the $250 deposit due December 1, $500 due February 1, and the
remaining $550 due March 1.
The tentative dates for
the Kansas delegation to attend Citizenship Washington Focus are Wednesday,
June 13 through Sunday, June 24. Application forms and details will be
available on the state 4-H website by August 15.
